Ukrainian President Volodymyr Zelensky Declares Absence of Clear Security Pledge from Allies

Ukrainian President Volodymyr Zelensky says European allies have failed to provide concrete pledges that they will protect his country in the case of a new Russian aggression.

"I am asking this very question to all our partners and thus far, the answer remains elusive a definitive and straightforward response yet," he told reporters on midweek.

His comments come a day after the UK and France signed a declaration of intent on stationing forces in Ukraine if a peace deal to conclude the conflict with Moscow is finalized.

However, full security guarantees have not been agreed. The US, which has been spearheading initiatives to end the invasion, reportedly did not sign such a pledge at discussions held in the French capital on the previous day.

Details of the Paris Talks

Following the negotiations in Paris, which included some 30 countries that comprise the group termed the 'Coalition of the Willing', British PM Keir Starmer said the UK and France would "establish military hubs across Ukraine" to prevent any future incursion, while France's President Macron subsequently indicated thousands of troops may be sent.

Allies proposed that the US would assume a leading role in monitoring a truce. But the key issue of ceding land that Ukraine is being asked to grant to Russia as a component of the settlement terms are continuing to be negotiated.

The Russian government has thus far remained silent on the declaration made in the French capital.

President Putin initiated a comprehensive military assault of Ukraine in the early months of 2022, and Moscow currently controls about one-fifth of Ukrainian territory.

Zelensky's Shifting Tone

The UK Prime Minister characterized the joint statement as "a vital part of our dedication to stand with Ukraine for the long-term".

He continued: "It paves the way for the juridical structure under which allied military personnel could operate on Ukraine's territory, securing Ukraine's skies and seas, and regenerating Ukraine's military for the future."

The Ukrainian leader praised that accord as a "huge step forward".

A day later, however, he seemed more cautious.

"I perceive the determination, the political will, and that the partners are ready, and the partners are ready to give us strong sanctions, powerful defense assurances," he said when questioned if European countries would defend Ukraine.

"However, until we don't have such security guarantees - legally binding, endorsed by legislatures, supported by the United States Congress - this question remains unresolved. And even if they do, you still have to rely first and foremost on your inherent capabilities."

Unresolved Issues and Ongoing Conflict

Negotiations in Paris were also significant due to the presence of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.

Witkoff said the allies "mostly completed" their work on finalizing security arrangements.

Last week, the President indicated a settlement was "ninety percent complete".

Territorial concessions and defense pledges have been at the center of unresolved issues for diplomats.

Putin has repeatedly warned that Ukraine's military must withdraw from the entirety of the Donbas region or Moscow will take control, dismissing potential concessions over how to end the war.

The Ukrainian President has thus far rejected ceding any territory, but has suggested that Ukraine could redeploy its forces to an established line - but provided that Russia reciprocated the action.

Moscow currently controls about three-quarters of the Donetsk oblast, and some nearly all of the adjacent Luhansk region. The two regions form the industrial Donbas region.

Attacks have been escalating against cities in Ukraine - particularly targeting power facilities. Moscow is also achieving incremental advances in seizing additional Ukrainian land.

Ukrainian forces have retaliated at objectives inside Russia with drones, though with varying degrees of effectiveness.
