UK and Scottish Authorities Disagree Over Who Should Pay the £24.5 million Bill for Donald Trump and JD Vance Visits

The British administration is being urged to "take responsibility" and reimburse the £24.5 million cost incurred during the recent visits by former President Trump and Vice-President Vance to the Scottish nation, according to a senior Scottish minister.

Significant Provisional Costs Revealed

Preliminary expenses amounting to nearly £24.5m for the pair of working visits have been published by the Scottish government.

Ivan McKee described the UK government's refusal to offer financial support as "absurd," arguing that both visits were obviously work-related, noting that the American leader held discussions with EU Commission president the EU's von der Leyen and British PM Sir Keir Starmer during his summer visit in Scotland.

Particulars of the Visits and Associated Security Expenses

Donald Trump toured his golfing resorts at Turnberry in Ayrshire and Menie over a five-day trip in the summer, while US vice-president Vance spent around a long weekend in the Ayrshire region in August.

In a written communication to the Treasury’s chief secretary James Murray, Scotland’s finance secretary wrote that the trips placed "significant strains and costs on public services in Scotland, especially Police Scotland."

The Edinburgh administration estimates that the provisional cost for policing the presidential visit alone was £21m, which reflected maximum daily assignments of over four thousand police, while expenses for the vice-president’s trip were approximately £3 million.

Large-Scale Policing Operation

This complex security mission was the biggest in the country since the passing of Queen Elizabeth II in 2022, and included regional police, national divisions, special constables and officers from across the UK for specialist support.

Robison stated: "Following your choice not to offer financial support to the Scottish government for costs incurred in connection with the trip of Donald Trump to the nation in summer 2025 and the following visit of VP Vance, I am contacting you to ask that you reconsider this stance and provide full reimbursement for the cost of the trips."

Westminster Response and Past Precedent

The UK government stated that the visits were private and "not official UK government business." A spokesperson added: "Holyrood are responsible for security expenses in Scotland as per agreed devolved funding arrangements."

While the Finance Secretary pointed to past instances where the British administration covered the expense of Trump’s 2018 visit to the nation, it is understood that trip followed a official invitation from Westminster, in which case it included security costs under its statement of funding policy.

"The UK government needs to step up and cover the cost. I think it’s ridiculous, it was obviously a official trip … Particularly when you have the PM Sir Keir meeting with the president, holding joint briefings with him, conducting international business with them, its really hard to believe to say this was merely a private holiday trip."
