Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency caused by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been contained. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of aerial bombardment on Kyiv.
The Cycle of Negotiation and Warfare
The chain of contrasting events captured the harsh reality of the current period. By day, political struggles are conducted: optimistic declarations are issued from multiple capitals. Immense energy is expended on restraining certain initiatives. By night, Moscow clearly shows the world that, for them, war remains the main instrument for achieving "peace".
Nighttime Reality
As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is capable of detecting rocket firings from Russian territory, a capacity provided through current data. From vantage locations, defense planes that had been deployed to intercept incoming guided weapons roared overhead – modern combat jets supplied to Ukraine by NATO members.
Soon thereafter, Kyiv's anti-aircraft weapons activated: multiple launches fired to intercept a Russian ballistic missile. This was a modern interception technology at work, presumably provided by Western nations. Every deployment creates sudden vibrations, causing tremors. The brief panic quickly becomes sober acceptance: possibly the approaching threat won't hit its mark this time, protecting urban areas from ruin and another blackout.
Persistent Threats
Soon after, a heavy machine gun opened up on a unmanned aircraft in the vicinity, part of a defensive team – most likely Western-made equipment. Sadly, the projectiles didn't strike the hostile drone – it pressed on overhead toward its target.
Periodically, this continued until dawn. Kyiv awoke to the daybreak reports: seven people killed, devastation and utility failures in multiple buildings as a result of the evening attack. As typically, everyone still maintained normal activities – enduring hostilities. But those full day demonstrated Ukraine's critical military reliance on international aid – a need that European nations are evidently unprepared to replace in the near term.
Failed Diplomacy
The comprehensive proposal from US administration generated strong feelings, controversy and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.
Every new approach from US leadership adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually win the battle. This pattern will, undoubtedly, continue.
Political Considerations
It is tempting to accuse certain parties of consistently pushing Kremlin's demands. But that does not seem to be the whole story. US administration operates on a principle well known to seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The American government presumes that it is impossible to pressure the Kremlin to surrender the areas that it currently occupies in Ukraine's occupied territories.
The problem is that while acknowledging this situation, Washington does minimal to prevent Kremlin actions, through statements or actions, from thinking that the situation will not shift further in its advantage in the coming year.
Divergent Views
Therefore, Russian leadership is confident that time is on his side – that Ukraine and its allies are nearing depletion. Their reason to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to end hostilities, but they will persist as long as Russia's leader remains completely certain in the outcome.
On the contrary, Kyiv believes that Ukraine can still persist, progressively conceding people and territory but preventing a complete military breakdown until circumstances change in its favour.
Present Conditions
Factually, there are no genuine requirements for a armistice. Now, subjective factors are entering the equation: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any plan Kyiv finds unsuitable, so that their focus does not switch to internal issues. And although their task will now be significantly challenging after recent developments, it remains very improbable that this will modify their basic position.
These two forces are driving the talks.
Conclusion and Outlook
It took a mere seven days to terminate the proposed articles of the current initiative. Forceful and unpredictable management of the matter by American leadership, opposition by Ukraine and the other European countries, along with calming attempts of representatives, and finally, current information leaks, all achieved their purpose.
While new plans based on previous concepts are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and reflect particular unwillingness to change the course of events, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, mainly require ongoing international assistance.
