The local leader of Black River – a community described as “ground zero” for the devastating storm – has shared the immense flooding and extensive devastation wrought by the catastrophe.
Speaking on the traumatic ordeal, the mayor described enduring the Category 5 storm at an emergency operating centre.
“The entire town of Black River is devastated,” he stated. “The destruction is so severe that the national leader classified this area as ground zero.”
Several people from Black River are reported to have died, but the mayor mentioned receiving word of additional deaths that remain unconfirmed due to communication and travel challenges.
“Storm Melissa arrived around eight in the morning and lasted for around nine hours, during which we were battered with heavy winds and torrential rainfall,” he added.
“We got up to 16ft of water at the emergency operating centre. It was a frightening moment for us, and we were hoping that it would not rise any more, because we were on the second floor, and I tell you, when we saw the water climbing, it was a terrifying moment for us.”
The mayor stated that the town, situated in the hard-hit southwest parish of the area, is lacking water and electricity, and most buildings have lost their roofing. One official previously characterized the town as under water, with over 500,000 residents lacking electricity. A landslide has blocked the main roads of Santa Cruz, where streets have been reduced to mud pits. Locals are now removing water from their houses and trying to rescue their possessions.
Search and rescue operations and evaluations have proven almost impossible because every one of the town’s transport and essential facilities such as firefighting, law enforcement, medical centers and supermarkets were “severely damaged,” notes the mayor.
The mayor is now concentrating on trying to assist the neediest residents, while also coping with the personal impact of the disaster.
“My vehicle was totally submerged by water. The roofing was lost, so I do understand the pain that people are experiencing, but what is a key focus for me now is to concentrate on securing assistance for the most at-risk at this time,” he says.
The mayor estimates that it will take millions of local currency to rebuild the community after Melissa’s destruction. For now, he states, the priority is clearing impassable roads, which have cut off the town.
“Efforts are underway to get the main roads and secondary routes here so that we can deliver relief supplies in. The majority of our stores, if not all, were impacted negatively so they will be unable to offer goods to individuals who are in need at this moment,” he adds.
The prime minister has witnessed the damage first-hand, with an aerial tour of the region showing 80 to 90% of roofs in the area had been lost.
“It is going to be a enormous undertaking to rebuild Black River. But while it is damaged, we can vision a tomorrow of it emerging stronger and improved,” he told local media.
“It will be accomplished. So keep the optimism, keep hope alive, and we will get through this, and we will rebuild better,” he said.
